I have been keeping an eye on this place for a few years now, as a prime place to practice driving and hoon about a bit.
This is the parking lot for MGP or Multnomah Greyhound Park in Gresham Oregon. It has sat abandoned since 2004, and although there were plans to develop it into some sort of family recreation center with hotels a casino and water park, when development came to a vote in 2012 it was shot down. It has now been 3 years since then and the site is only used maybe 1-2 weeks during the spring and summer for motorcycle safety training, but I haven't seen them using it in the last 2 years.
Anyways this lovely slab of pavement calls to be used for motoring shenanigans away from any pedestrians and other cars that could be hit, but it remains locked behind a few gates, all locked with these kinds of locks.
I have been tempted many times to look up how to crack these locks so I could sneak in and use the place at night. Why does the City have to lock up such a prime parking lot for hooning. anyhow here are some more picks of the parking lot and some of the building itself.
I believe the lot opens up alot more out of view, the place was built to handle 18,000 people after all.

Abandoned buildings are so cool.
Hooning is probably one of the key reasons they lock it up.
Also, autocorrect wanted to change the word 'hooning' to 'hooking'. So it almost said "Hooking is probably one of the key reasons they lock it up". Which could be equally true.

Sounds like someone needs to organize an autoX event. Local governments seem to generally be okay with that occurring on their property.

LLC, insurance, cones, timing equipment, and some local SCCA organizers. Is there an autocross in your area? Might want to talk to them and say that there's a great parking lot being left vacant by the city and say that you want to organize something there. They might already know who to talk to in local government and to plan a fun day somewhere anyway.

my thought was that if a cop stopped by, as long as the lock wasn't cut and just unlocked I could say I found it that way and I didn't know I wasn't supposed to be there.

bolt cutters and the same lock to replace it with, make your own combo, so this way you dont have to cut it again.
